At this moment, Victory’s Village only provides Supportive In-Home Services.

Children, adolescents, and adults 18 years and older with a developmental disability diagnosis and have a Medicaid Waiver are eligible to receive Supportive In-Home Services from Victory’s Village.

Medicaid waivers were developed to encourage people with disabilities to access services in their own homes and communities, as opposed to receiving services in an institution, nursing facility, or intermediate-care facility. Waivers allow states to “waive” certain requirements, specifically the requirement that individuals live in institutions in order to receive funding.

Contact the intake specialist at your local Community Services Board (CSB) to request a screening. If your child or family member does not already have a support coordinator at your local CSB, he or she will be assigned one at that time

Services take place in the home of the Individual, whether they live independently or with a family member or loved one. Services are not only limited to the Individual’s home but also take place in the Community.

In-Home Support Services is covered under two of Virginia's three DD Waivers: the Family and Individual Supports (FIS) Waiver and the Community Living (CL) Waiver. It is not a covered service under the Building Independence (BI) Waiver. If you are not sure which waiver your family member has, your support coordinator at your local CSB can confirm it.

Yes. DBHDS maintains a statewide DD Waiver waiting list. To be placed on it, an individual needs a developmental disability diagnosis, a completed VIDES (Virginia Individual Developmental Disabilities Eligibility Survey), and a priority designation. Your support coordinator at the local CSB assigns the priority: Priority One means services are needed within one year, Priority Two within one to five years, and Priority Three in five or more years. Waiver slots are then recommended by a local Waiver Slot Assignment Committee. Your CSB is the best source for where things currently stand in your area.

Agency-directed. Victory's Village hires, trains, and supervises the Direct Support Professionals who work with your family member, and we handle scheduling and record-keeping. Virginia's consumer-directed model, where an individual or a family member acts as Employer of Record, applies to companion, personal assistance, and respite services, not to In-Home Support Services.

Under Virginia's service definition, In-Home Support includes a required skill-building component alongside routine support. That covers building skills and providing routine support for activities of daily living and instrumental activities of daily living; using community resources such as transportation, shopping, dining out, and social and recreational activities; replacing challenging behaviors with positive ones; monitoring health and providing routine and safety support with medication or other medical needs; and support with transportation to community sites. Because skill-building is a required part of the service, your family member's plan includes measurable outcomes and we document progress toward them.

Both terms are current and refer to the same service. In-home support service is the name Virginia Medicaid (DMAS) uses for the waiver service itself. Supportive in-home service is the license category a provider must hold from DBHDS in order to deliver it. Victory's Village is licensed by DBHDS as a supportive in-home service provider.
